Default car wont start, starter clicks only once when i turn the key

i just recently swapped a b20 and converted to obd1. my car was starting right up the last few days but today it will not start. the starter only clicks once. i took the starter out and got it tested and it passed. i changed the main relay out for a known working one. i sanded the contacts for the power cable to the starter. i bought the battery last week and it has started this engine about 20 times.

Is the battery dead? Has it been tested?

Disconnect the battery connectors. Measure voltage across the two battery posts.

Is there continuity between the starter body and the negative battery post?

What's the voltage at the solenoid connector with the key in ON(III)?

Is the engine seized? Can you push start the motor?

Get a 19mm socket and ratchet and turn the motor over by hand and make sure it's smooth.

Also, check your grounds, and add some more as a temporary measure.

yea check the grounds. a bench test doesnt put load on the starter so itll pass if it kicks out and spins. probably just a bad starter man
