Rev limiter at very very low rpms?

Default Rev limiter at very very low rpms?

I just bought a 1990 honda civic hatch with a ZC block and everything else was stock. D15b. It feels like and sounds like im hitting the fuel cut off at very low rpms. I don't know what rpms im at but you can tell it is really really low.

Any CEL? had this issue before with an old EF and I had a code 4 which is the crank angle sensor in the distributor. Replaced Dizzy and it fixed my problem.

If it's not passing 3k/4k rpms this is the issue.
