99 GSR tranny/clutch issue?

Default 99 GSR tranny/clutch issue?

What's up all of Honda-Tech who checks this out!
Anyway I have a JDM B16A with a 99 Dc2 Tranny (non LSD) finally got my motor back in after the rebuild an I must say more than pleased with my 1st swap. primed an it crank right up after full install/fluid etc..."which most help goes to the wide variety of info you all provide"
I always attempt to google or lurk H.T for info if any from previous threads in similar situations but I can't seem to find anything help full.

So here it is, I installed all an been letting my car idle to Temp an make sure I don't have any leaks or malfunctions prior to driving. so after 3 days I finally decided it was time to take her out the driveway/garage.
During the rebuild I installed a stage2 XTD clutch an stage 3 pressure plate "dk if this makes an issue?" I believe the fly wheel is OEM which was resurfaced at my local machine shop. New throw out bearing an slave Cyl.

"Car will go into all 5 gears including Reverse while the car is not in the on position" but when the car is in the on position I cannot get into anything "total lock out"??? If I put the car in 1st or Reverse when off an crank in gear it won't let me release from the gear I was in & it rolls with out the gas pedal being pushed in. No matter what gear I am in 1st or R. I did a bleed on on the slave an still nothing. the tranny was fine prior except a slight grind in 3rd above 3.5k RPM but my old clutch was destroyed " worn down to the rivets an a 2 out of the 6 pucks were chipped. the New clutch, pressure plate, T/O bearing, slave, an re surfaced fly wheel have seen 0 miles so far. Before I pull the Tranny today I wanted to see if anyone has had this issue?
