fuse 15 blown

Default fuse 15 blown

It blew one time and replaced it, everything was fine for a week or two then it happened again.. I have put multiple 7.5 fuses in there and when I crank the car they blow.. so that tells me I have a short circuit. Now to get to the C115 connection which I believe is blue. Does it have to be accessed from under the car? Or is there anyway I can unplug it from above the car and have enough to work with to find the short? Of course remove airbox and intake boot.

1998 honda civic ex.

The intake manifold support looks like a PITA to remove. It has 4 bolts... could I test the short by putting a waded cloth between the support and the wires?

Is it safe to drive the car with the fuse blown.
