Weird Tensioner Goop. On built motor!

This is a motor I hope to put in the 9's. Anyways I have the motor apart and I decided to pull off the Belt Tensioner and under the tensioner is what looks to be a gallery where you'd pack in Grease. However in my gallery is rock hard ****!!
My question is that suppose to be goohy grease?? I've starting ripping into it with my pic but realized it's pretty deap. And, I **** you not it smells like fish.
What should I do? What is this suppose to be like. Thanks for any suggestions. FYI your looking at the Engine Upside down on a stand.

Guys I was just told, "that Gallery behind the Tensioner is packed with Silicon from the Factory. The Block is really thin there and it help dissipate Heat" I'm ready to put this motor back in the Car. Someone please help me quick....thanx
I'm packing some wheel bearing grease into this Gallory behind the Tensioner. I just don't think it's a thin part on the Block. It looks to me as if it's ment to be a Grease Gallory for the Tensioner Bearing. If someone knows otherwise please let me know thanks......
Updated pics. So I cleaned out what looked to be Silicon in this oil Gallery behind the Belt Tensioner. Here is a picture, if someone knows what is suppose to go in this hole PLEASE let me know thanks. I'm putting Silicon back in this for now and putting the Motor back together. If anyone knows others let me know and i'll pull the motor back apart to do it right.
