Got a 96 accord 2.2 5 speed, when key is in the on position the cel comes on solid and the car wont start. If i wait a few seconds or minutes eventually the light will go off and the car will start right up. Ive checked all the grounds around the bay, checked all the fuses, replaced the main relay and i still cant get this figured out. Anybody got any ideas?

 

So what testing has actually been done?

Was there and work done to the car before this happened?

 

also check for any and all engine codes..report back
