Icon2 Ignition issues; 1990 Honda Civic Wagon RT4wd

Hey what up HT,
I recently rebuilt, and swapped my A6 motor in my wagon and i have been having problems ever scene. When i start the car and let it idle, the tac remains at 0 RPM, once you rev it past 1500 rpm the tac begins working. earlier this week i could not rev it past a couple grand, i suspected fuel issues so i replaced the FPR and Pump, now it has come to today's problem.. it intermittently cuts ignition when reving up, and when it is coming down it cuts ignition around 1500 and returns at 1000 rpm. i have checked my timing, and replaced my ECU with a working one off the same model car, and still no difference. I also took a dizzy off a different car (same motor) and it ran like S***T... the problem still persists.. please help if you can! THANKS IN ADVANCE!!!!
