Default 97 accord lost on where to begin

I have a 97 accord f22b2 that's having issues I'm lost on where to begin to find the problem. Car won't start in morning or evening, only mid day when it's warm, just put a new head on it due to bent valves, it turns but won't get fuel unless middle of the day. First start it hesitates after starting and idles below 100 rpm for first 30 seconds to minute then runs fine. New plugs proper gap new wires distributor cap and rotor, and new intake which seems to suck in to much air. Anybody have an idea on problem? I'm guessing sensor related

Just a guess here since I assume that when you say it won't start, you mean that the engine is cranking over, but you just can't get it to light off. The problem could be related to the coolant sensor. When cold, your engine needs to run a little rich until it has run for a little bit to warm up. If the ECT has failed to a valid temperature that is in the normal (warm) range, then the ECU won't set the mixture rich.

You say it won't get fuel until mid-day. How do you know that it isn't getting fuel? Are you measuring fuel pressure?

I will have to check coolant sensor, I know it's fuel due to loosening nut on fuel rail and it barely sprays until mid day, not sure how that could happen

The scenario I described won't affect fuel pressure, just A/F mixture. It sounds like the fuel pump isn't running for some reason when cold. Usually, they don't like to run when hot. You could try giving the bottom of the tank a thump with a rubber mallet and also tap the relay while trying to start it. Do one at a time to isolate the problem. Relays can get sticky and electric motors can sometimes have a bad spot that makes starting difficult.

When you turn the key to ON (not START), do you hear the fuel pump run for a few seconds?

I would throw a fuel pressure tester on it to check the pressure. Normally when the fuel pump goes out on a Honda it just dies but I suppose it could just have low pressure issues.

Yes I hear fuel run, haven't changed sensors yet, but after running motor more it starts quicker when warm out
