Default Creamy white stuff inside my H4 plug

Here's the picture of what I'm talking about for reference:


I currently have a morimoto mini H1 (4.0 version) retrofit and have had it since Sept 2011. I texted my friend that picture above and he said he was surprised it didn't start on fire and that I've burnt up the plug. It might explain why my high beams stopped working...

I've tried to google this and all I keep coming up with is stuff related to women... Go figure. Maybe my search skills need work. But I couldn't find anything regarding this stuff. What is this stuff? What makes me curious even more is that my passenger plug (that has not been used in over a year and a half) has this same exact stuff, except it's all dried up from sitting unused.
