CO2 emmissions high, if replacing cat does not work what else could it be

quick question not for my Prelude but a bmw, I have asked on the bmw forums but there useless at replying, and I've had a lot of help and advice from you guys.
Basically, I picked up a cheap bmw with no mot, big mistake, it failed on extremely high CO2 emission's :-
Max Limit 0.300 - 0.625 1st fast idle test
Max Limit 0.300 - 0.583 2nd fast idle test
Natural idle test Max Limit 0.500 - 0.498
HC limits were well within the limits.
I've replaced the cat converter and done an oil and filter change, and also added some "Wynns Direct Injection Power 3" into the fuel to also try and bring the emissions down a bit more for the re test tomorrow, if it fails again on emissions does anyone have any ideas on what else I could be looking to replace on it?
