Okay so my 5th gear syncros is out and im not sure what I should do, Should I buy a new gsr tranny for 700? Or should I rebuild it? Whats cheaper and what all do I need if I need to rebuild it.

 

If you just want to swap out your 5th gear it would definitely be cheaper then $700 if you do it yourself. Here is a good DIY thread:

99 civic, b16a2 has a gsr tranny now

 

I'd replace with a B16A/CTR/ITR tranny simply because A B16A with anything geared longer than that sucks.

You probably need a 5th gear sleeve, hub and synchro for the current trans, but you wont know for sure until you open it.
