My daughter's car has had an EGR code for over a year. I finally had the ports and valve cleaned and now the car will start and idle fine but once you drive it down the road and come to a stop it will not idle and when it stalls it is hard to restart and will not idle. If I pull the egr vacuum line after it stalls. which is still under vacuum, the car will start right up and idle again (until driven).

Is it the egr vacuum control solenoid or the egr vacuum valve that would cause this? I think the egr valve is ok as it seems to hold a vacuum and opens and closes freely.

I wouldn't throw parts at the problem until you know what the issue is.

Need to test a few things, yes based upon your description - testing the solenoid would be a place to start.
