90 civic dx what do the black/white & black/silver wires go to from fuel pump?

90 civic dx what do the black/white & black/silver wires go to from fuel pump?
Its 4 wires that go to the fuel pump connector one wire is getting 10 v the other 6.5 v but the other two wires are black with a white stripe and black with silver dots. They are not reading any volts. Are they both ground is this a normal reading? The fuel pump doesnt start unless out of the tank. Been through everything already except the ignition switch. But the ground right at the tank is cracked so i know that needs replaced. Im just asking what those two wires go to and is it normal to not get a reading from them at the connector??
