Default No start, No crank, starter tested back good?

Thanks for reading, ive got a 95 ls with a gsr swap. Cars been sitting for about a week because i needed a new master cylinder. also it rained ALOT during the week. My town was flooded, there wasnt any standing water in my driveway though. Got it today, tired to start car and got nothing.

Dash lights are on fuel pump turns on, starter bench tested, good. battery terminals cleaned, grounds cleaned and sanded, cleaned starter terminal, tested volts from battery to starter thats good, clutch sensor working. When i try to start it the dash lights dim as usual. i can hear the main relay click on and off. checked the fuses.

I noticed after a few hours of fiddling and trying to start it that if turn the key for more then say 5 seconds i start to hear a buzzing/clicking sound from under the driver dash. its not the main relay.


Ive done everything i can think of. The swap isnt the cleanest. Ive had a few electrical/wiring harness problems before and its a big tangled mess.

Can the engine turn freely? IE, if you put a ratchet on the crank pulley bolt, can you turn the engine by hand (counter clockwise only, please)? If not your engine is seized.

If so and you're getting 12.x+ volts at the big wire at the starter and it's not cranking at all, your starter may be done. Bench tests are not always reliable because you shake the starter just enough getting it to the bench that everything works. I would check the voltage at the big wire of the starter while you have someone turn the key. If the voltage drops but the starter doesn't move then I'd put my money on the starter being bad.

A "buzzing/clicking" sound is most likely a relay, either PGM-FI Main Relay or starter relay that is either not have a proper ground or is not getting proper power.

Have you checked the batt., try boosting from a known good batt., a week is more then enough time for a batt. to loose enough power so it will not crank the engine, more so if the batt. is old or you have even a small parasitic draw.

Also try a bypass jump and check the start circuit...

Thanks engine spins freely. im going to check the starter circuit now. Where is the starter relay? Is it on the fuse box? And the main pgm-fi relay is the one bolted to the wall on the drivers side correct?

The starter relay is to the right of the heater box, a real pain the get to, but you do not need to get to it to do the initial testing.

The PGM-FI Main Relay is mounted just above the hood release handel, again, the PGM-FI Main Relay has nothing to do with cranking. 94
