Default HVAC backlight bulbs

My backlight bulbs (number 13 in this image) on my 97 LX four door haven't worked for a while.

Honda says they're 14v bulbs but when I took apart the assembly and measured the sockets, I got 6v. The only part in their line is a small black cylinder labeled SW3 D4 on the PCB. That goes to resistor R1 (resistance checked out) and then on to a bunch of capacitors tracing all around the board. I really don't know much about circuitry so I'm kind of lost.

All the solder points look good and nothing seems to have burned (or at least left residue from burning).

Any and all help would be appreciated.

Since this is a strange question and I posted it during the weekend, I'm bumping to see if anyone can shed some light on it.

Out of all that the only thing you've said was that your bulb isn't working. What I didn't hear was if you tried to replace it and it still didn't work or something.

I used four bulbs in both sockets and none of them worked. That's why I went deeper and am trying to figure out why they measure half voltage.

Will do. It actually was turned down but it's been so long since the lights have worked I didn't remember if the dimmer affected them.

I have old bulbs, but they checked out. Is Honda the only source for new bulbs or is this a standard size?
