cam on k20a3 worn

I just got my motor today and pulled the valve cover and I see signs of bad wear on cams so some input for u guys if I should use it or call the people and send it back

that looks like it's been sitting for a long time with no oil in it

After turning it over by hand the intake side the rocker close to crank is stuck with both rockers are moving like its in vtec but all others not

I wouldn't use that engine except for a paper weight or door stop
