1998 Honda Civic 5-speed

I can push start it and we tested the relay switch and it's good. When I turn the key to the on position everything lights up and electric is full but nothing happens when trying to start. Not a sound. We used a wire to jump it strait from the starter so we know it's good too. I was going to try a new ignition next but found this site and thought I'd ask opinions.
