painting rims question.

hey all
so im going to paint my rims and i pretty much have an idea as of to what how i should do it except for 1 part.
Q: So i was trying to purchase some paint and i got the option to buy basecoat and or clear coat. Im going to primer the rims with primer sealer but do i have to buy both or just one?
if just one which one?
desired color is championship white.
