Default b20 not starting

I have a 99 CRV 5 speed. Purchased as is/non running, was told it was a starter. I put in a new battery and good used starter, still will not start. One click from the engine bay and that is it. I know the motor/trans are not stuck/locked. Any insight? Im stumped.

I would try the CRV forum, or is this a b20 in a civic? Also how do you know the started is good?

had it tested. the crv forum is dead. the crv is pretty similar mechanically to a dc, so i figured someone here might have some insight.
