Default Brake lights don't work

I have a 1990 Honda Accord LX. My brake lights don't work. I bought my car used and vandalized. Brake lights were working when I bought it. Someone tried to steal the car from the previous owner. The ignition switch was broken off and wires were cut. The car would not come out of park. By stepping on the brake and pressing side button on shifter alone, I have to press shift lock release.
I replaced the whole ignition switch
brake switch,
neutral safety switch... results to new part added....ignition would not release my keys, so I put back the old part back on to release the keys.
checked bulbs - good
checked fuse -good

I don't know what else to check. Please help

You should replace the entire in dash harness, won't be that hard. Or at least the ignition components. Is your horn fuse blown?
