Default 94 civic cx bogging down

I have a 1994 civic cx with a mini me swap (y7 block/y8 head) vtec is currently not hooked up and I am running a p06 ecu. There are no Cel's but when I drive on the highway for about 20 minutes at about 70 mph the car will suddenly big down and not accelerate. And if I pull over to the side and turn the car off and start it back up it will dive fine for another 20 minutes or so and it'll do it again. Although the car doesn't do that while driving in the city. Any help or thoughts are appreciated.

Run the right ECU first. At least start from there.
