Default 94 Integra High Rolling Idle - Need Suggestions For Fixing

Hello all,
Have a 94 vtec swapped (b20/b16) integra, relevant parts: aftermarket intake (manifold, short ram), 68mm throttle body, stock head.

Had swap for a while with no issues. Recently replaced distributor, tps, and throttle body about a month ago. Roaming and sometimes high idle is what led to the replacing of those parts, real problem seemed to be pin hole coolant leak (but maybe not, discussed later). So bled system yesterday, and now have the high rolling idle, with seldom 1000-1200 roam at idle.

This problem is only evident when car is at operating temperature, after it has been driven for a while ( like after its been off just after being at operating temperature), or sometimes when it it hot out. The only times it has not occurred is on a for sure cold start (like sitting overnight)... operates fine otherwise.
While cruising, and then letting off the gas, car does not slow as if gas is still applied (like when the engine "brakes" itself in a manual shift, but in my case, does not brake itself). If cruising at say 2k rpms, if clutch is pressed in, rpms will not drop below 1500ish, usually drops to around 1800.
Same thing while coming to a stop, RPMs will hover around 15-1800, until at a full stop, where it will either drop to normal idle instantly, drop to 1200 ish then normal, or slowly hover around 1500, then drop to 1000 ish after 5 or so seconds.

Tps reads fine on the multimeter at closed, wot, and steady increases/decreases with throttle, timing lines up with the middle mark in the cluster of 3 (which i believe is the correct mark), no obvious coolant leaks and was bled as mentioned earlier (cycled through 5 or more fan cycles while bleeding). I unplugged the iacv with the car running while it was idle at 1500, and nothing happened, pulled on the throttle cable, and the rpms bounced at 1500 like rev limiter. Plugged iacv back in, and herd a suction noise, but still no change in idle.

Only thing i can think of that hasn't been completely checked is maybe vacuum leak, iacv, or coolant leak.

Feel free to drop a suggestion, let me know if I'm checking all the wrong things, or just completely passing something over... I've just been checking what other people have mentioned for high/roaming idle

Thanks
