Default headlights and dome light slightly flicker at speed

What gives? Its not drastic but it is there......it reminded me of in my younger days having a subwoofer and when it would hit the lights flicker.
So maybe a voltage issue? But why and what? Thanks guys.

I had this problem for quite some time, I have a voltage meter in m car and I would see it go back and forth from ~12V to ~15V. It ended up being a bad regulator. I had the alternator rebuilt and the voltage is much more consistent, the flickering is gone. I think autozone still checks alternators for free, take it there and see if that's the problem.
