Inner Tie Rod Rubber Boot?

Default Inner Tie Rod Rubber Boot?

So I just took off the inner tie rod on my 99 civic and it is filled with brown liquid fluid....

Does this mean I now have to replace the whole rack?

Can I take off that boot and inspect it better? I pulled it a little and fluid came out.

Guessing you have power steering. if you have fluid in the boots the rack seals are bad. I believe the rack seals are replaceable.

If they are leaking they will get worse over time.
