low idle

1996 accord 2dr 5spd idle is low. It does not idle low all of the time. What is the best method of resolving this?

Cleaning the IACV, making sure you have a fresh air filter/fuel filter.

whats low mean? manufacturer states with IAC valve disconnected 500-600rpm(for adjusting) and with IAC valve connected 650-750
