Default Swapping... Have some ?'s

Well first off I'm Dave. I'm new here and new to the Honda scene although I'm no noob to cars and car forums. Went to school for automotive and blah blah blah. I have a 98 EK hatch and I'm planning on building and swapping in a gsr however there's a twist. I want to keep the car NJ obd2 emissions legal. Which I know is probably a pain in the *** but I'm tired of buying stickers and even more tired of paying the fines for them. Plus I have a CDL so my driving record is my job and that **** shows up.

So here's my situation. Im getting ready to start my build and start buying parts and I just wanna get everything figured out before I start. So heres my parts list and what I have so far.

HAVE:
Complete gsr longblock obd2 block, obd1 head
Blox intake manifold

PARTS I WANT:
Gsr hydro trans
Mfactory helical LSD
Supertech complete valvetrain
ARP everything
Supertech 11:1 pistons
ACL rod and main bearings
Skunk2 pro stage 2 cams
Hasport motor mounts
Driveshaft shop level 2.9 axles
Stage 2 comp clutch
Comp clutch ultra lightweight flywheel
Rywire engine harness
Custom v band exhaust (for easy removal of cat and resonator)
Blox traction bars
Slicks
Car already has skunk2 coilovers, BWR LCA's and subframe brace, front strut bar, c pillar bar

OPEN TO SUGGESTIONS ON:
rods
nitrous kit
anything else Im missing

Now here comes my dilemma. I know obd1 is easier to tune and I can swap in an obd2 ecu when i go to inspection but I dont really wanna do that unless thats my only option. Gotta be different right? lol. So what Im asking is what sensors do I need to get to make everything good for obd2 and I'm assuming i can order the rywire harness with all obd2 connectors. Also since my car is a 98 im guessing I'm obd2a so ill need an obd2a P72. Im open to any suggestions and any advice you can give me.

Running at the track. Cant afford to run on the streets and get a ticket and/or my license suspended. Plus running on the street is just dumb.

Don't see anything in that list that's going to generate any power enough to cause traction issues. Not even on the track.
And you CANNOT tune OBD2.

And Blox of all brands? Sheesh.

Ive seen chipped p72's for sale though and all you have to do is write a tune onto the chip correct or no? Like im said im new to the honda scene. Only way of tuning im familiar with is using a programmer on the stock ecu. I thought blox was a decent company???

You've probably seen chipped OBD1 p27's for sale. As stated above, you cannot tune with obd2

So what would i have to tune with obd2? Get a stand alone or an s300? or is obd2 just not an option?

Blox? Not.
And you cannot tune nor chip an OBD2 ECU. OBD1 ECUs can be and you stated they cannot pass inspection. On top of that you have to use an adapter harness to run one in your car.

Ok so then in order to pass inspection i would need to plug in an obd2 ecu. wont it run like **** since its a stock map?

It will. Absolutely. Hell, your OBD1 head will probably fail you.

Maybe you need to do more research on this swap, past asking questions that have been asked many many times and also check NJ emissions laws.
