Default 2000 Honda civic ex Idle Problems HELP

Ok to make a long story short my car got stuck in flood and insurance paid Honda Dealership to fix it. They put in a used engine for me.

It has a new throttle Body oem, Oem iac valve, new dizzy, new spark plugs, new spark wires and the idle does 1700 on a cold start and then falls down to 1000.
Then it sits in neutral about 1000-750 Rpm and ramdamly does a 600-500rpm and car shakes. I took it to honda and they said they can't find anything wrong with it
Car is 5 speed, check engine light is on due to not catalytic converter
The rpm is a video, click on it
ONly Happens After Hitting HIGH RPMS

Looks pretty damn normal to me. It should be idling right where it is. If you don't like it you can adjust the idler screw to make it idle higher, but you would have to ask another member how to do that because I don't know how... never done it. Otherwise, it seems quite normal. At least you don't have the fluctuating idle from a dirty FITV like I do. I'm cleaning mine out tomorrow.

1000-750rpm is a normal idle, mine drops down to 500-600 when i hit high rpm and car shakes
