Default **HELP!!** Tried everything, but to no avail...

Ok I have a 1990 Civic Hatch. For some reason my headlights, rear lights and dash lights wont turn on when I turn on the headlights, yet the turn signals still work fine. I replaced the headlight switch, thinking it may be that, but no luck. Previous owner had a couple cables, from the harness that plugs into the switch, extended and ghetto rigged to the fuse for headlights under the dash, but the way he had it rigged only made the high beams would work. I soldered all the wires to original specs, thinking it would fix the problem, but still nothing. I'm getting desperate because this is supposed to be my daily/project, but I've been using my parents car and they need it back.

I guess I should also mention that I did swap the gauge cluster from the STD to an SI cluster. The problem was happening even before the cluster swap, and the cluster swap was just a plug and play so I don't predict any issues there.

PLEASE HELP! Any info would be REALLY appreciated!

I went a very similar problem last month. I changed bulbs switches a control unit and all the connectors to the head lights and it ended up being the ground on the pasenger side wasn't making good contact. It's the one with a lot of black wires going to a plastic lookin thing. Unbolt it and San it to bare metal around the hole and The eyelet... You may wan to also clean the one on the driver side and in the trunk area next to the latch.also make sure you dnt have any burnt fuses

OK I've cleaned the grounds, checked the fuses, checked the wiring and still nothing. Is there a way I could check with a voltmeter or something?
