Default 1991 Honda Accord *New Key Made* need program?

I just went and had a key made for our 1991 Honda Accord. So the car had been sitting because we lost the ignition key. My dad went ahead and took off one of the door handles to take it to a locksmith to make an extra key. We installed a brand new battery and started the car right up with the key. After driving it into our garage my dad was doing a few minor stuff to the inside and when he went to start it again.. the car just crank. So i was wondering if these keys need to be reprogrammed to the car?

There is no programming required in that year car. The 98+ had an immobilizer and keys need to be linked to the ECU.

Do you hear the fuel pump priming when turning the key on? It might be the main relay.
