Default 91 hatch std not passing emissions

[B]Have a 91 hatch std and its not passing emissions in DE. Had oil in with the spark plugs so I replaced the valve cover gasket and the boots for the plug chambers. Still smoking and won't pass. I need suggestions.

Several things it could be. For temp, you might be able to run some seafoam through, change oil and add a can of engine restore in the oil. At least to get you to pass, then you need to figure out what is going on. That's what I had to run for a while on one of my old cars. Of course I ended up unloading it instead of spending time/money to fix it.
If I had to put money on anything, it'd be rings/cylinder walls. For starters, do a compression test, should give you an idea of what's going on (search and/or google it, tons of info out there)

I've been told it could be the rings. I just traded the 91 std with my brother for a 91 si. Trying to help him get it legal. I will def start doing some more research thru google. Thanks for the suggestions.

yea. Just for getting it to pass, the engine restore trick usually works. i used to have a smoker too, between that and using the seafoam (in through a vacuum tube, would quickly clear out all of the crud built up, definitely some serious smoke while running ti through), then keeping with the engine restore. Should at least get it through, at least to buy some time to get it fixed. Not a perm solution though for sure.

Let me get this straight...
You are missing a major emissions component (and who knows what else) and you are wondering why you are failing emissions test?
