Icon2 96 civic bellow boots

I was under the car recently and saw the bellow boots on the rack were torn and earlier before going to work I thought I heard just a couple clicks. Btw the car is 96 civic ex with ps. My question is, could I go ahead and replace the boots and be safe or replace the inner tie rods?

If ur inner tie rod is bad, u will see it move while doing the 3-9 shake test on the wheel. if there's no play, then just replace the bellows boot to prevent dirt from getting in and causing premature damage.
