Default Cold Surging Idle B18C-R

I have a 92 hatch with a 96 spec B18C-R and I am having a surging idle problem only when the car is cold. These engines do not have a FITV, and my coolant levels are fine..

When the car is cold, it'll go to a very high smooth idle, around 2500 rpm or so, but if I even touch the throttle it will begin to surge from about 1400-2500 rpm. Once it's warm the idle is smooth at around 900 rpm. I can restart the car as long as it it still warm and the problem doesn't come back, unless of course I wait until it gets very cold again.

Any help on this problem? If I had a FITV I would say that is almost for sure the problem.

try cleaning the IACV
both the JDM B16B and B18C have no fitv
but rely on the IACV for Idle control

I have the EXACT same problem i bypassed all the relays and stuff and cleaned the iacv and itstill dose it really like to fixed this problem

It's the IACV! cleaning it sometimes doesn't work. try another one.

What ECU are you using?
