Icon2 95 civic ex heat problem

i have a 95 honda civic the previous owner swapped a 1.5 vtec into it. my issue only happens when it is cold out. when its idleing the temp gauges goes up to the spot it normally does, and the heat is warm. Once i get driving the temp gauges goes down to almost cold and it starts to blow cold air, not freezing cold, but barely warm. Any advice would be great. just want some ideas before going and spending a bunch of money. Thanks Alot!
