i quickly glanced over some schematics and it doesnt seem like these have related relays or fuses. they could share connection points, or chassis grounds.
it is common for the wiper combination switch to go out. the wipers dont work at all? what about the wiper washers?
i would replace the combination switch, if you do not have the ability to troubleshoot the wiring. then move onto the windows.

Pick up an manual, even just a Haynes for your car, so you can troubleshoot, it is much cheaper in the long run then just tossing parts at your problem.
Testing the CLS, wiper switch is as easy as using a paper clip to jump the plug, input power to wiper output, [or input ground to wiper output if ground trigger is used].
The same goes for the windows, a jumper at the power window relay will tell you if the relay is bad, a simple 12V test light, [not LED type] will allow you to test powers grounds and trigger relays.
A manual, 12V test light and a paper clip is all you need to do a lot of troubleshooting on a cars electical system, [$30 at the most]. 94
