1991 Honda Accord Speedometer Issue
My Honda accord isn't reading the correct speed until I hit highway speeds. If I'm going around 30 or 40 it will read 20 or 30. Once I hit about 65 the needle will jump up to it and it will start reading the correct speed the rest of the day. One of the issues I think it might be is the cold weather, but we had a fairly warm morning recently and it still did this. Any comment or clues will be greatly appreciated.
And one thing i forgot to add. This morning was a pretty cold morning and my car started revving at 1,500 when I stated the car. Is that normal?

IIRC the cluster has a ground wire on the board that comes loose, I'm fairly sure this is covered in the FAQ as well.
Check the various grounds on the engine, one at the left mount, two at the thermostat housing, and one that leads from the battery negative to the transmission case. Make sure your battery terminals are clean and tight.
