Default died while driving=no spark

Ok so yesterday drove my car around it was fine then shut it off went for a drive again and it started sputtering and no throtttle control so i pushed in clutch it dies so let clutch out in gear it started but no throttle and dies now it won't start no spark(at coil and plugs) I can hear fuel pump and the main relay is clicking when key is turned also checked for fuel at fuel filter it shoots out good. I tested distributor like in manual and everything tests good ecu not flashing codes. Also made sure all engine grounds are good and tight. What should I do? This is on a 91 dx d15b2 dpfi stock except header/intake
Also a couple days ago it was acting weird studdering from a stop sometimes dieing especially on hills but it seemed to stop before this crap

But anyways the whistling is only at idle reving it makes it go away and crusing below 40 if I speed up it stops also it doesn't do it when its cold and if I take the top cover off and cover the hole it stops
