Cluster lights stay on with key out of the ignition

Cluster lights stay on with key out of the ignition
So today I drove my may like every other day. Went to work and car wouldnt start so I pull the key out of the ign and the cluster lights stay on. I have my car towed home thinking its the ign switch I unplug both plugs and the lights still stay on. It turns over but wont fire up. I am really confused on what it can be. Any info would be nice.
