Default J30 Re-build- Exhaust valve held open/won't close??

I'm rebuilding my Acura CL V6 engine and I have both cylinder heads on without the intake and exhaust manifolds. I went to do a valve adjustment today and I place the engine at #1 Cylinder TDC and adjust the valves on the exhaust side.

After I do the adjustment I turn the engine over and look into the exhaust port and the left exhaust valve is opening and closing fine but the right exhaust valve is staying halfway open in #1 cylinder. The right valve opens to full lift but does not close all the way. Am I missing something here?

I turned the Camshaft over on that side of the engine a couple turns trying to find TDC before I put the timing belt on and thought maybe I bent that valve and its keeping it from closing properly, but both exhaust valves would have bent I believe. Im trying to figure this out and getting no where.

I had the adjusters backed all the way out when I turned that camshaft over a couple times, maybe the right one was tighter and got bent? It doesn't look damaged visually but I can't figure it out.

Did you attempt to adjust ALL the exhaust valves when the engine was on #1 TDC? Because that will not work.

No, only valves on #1 Cylinder. I think I have to go an pull the rocker shafts and rockers off on that side of the engine and see what's going on..

With the adjustment fully loosened does the valve still stay open?
IOTW, is the valve itself bent?

is there any debris in the valve seat holding the valve open? I pulled a focus head off once where the valve seat itself decided to self destruct.

It was a bent valve. I did it while turning the front camshaft finding TDC.
I removed the keepers and spring today and I can't move the valve up and down the guide and when I spin it I can clearly see its bent.
