98 accord battery grounds
i have had some issues with my car stalling randomly at stop signs every 2 or 3 weeks and driving fine the rest of the time. I started checking my battery ground and had a few questions.
I attached a couple pictures. First i thought it was weird that the ground connection going toward the transmission was uncovered and didnt have a coating for the last 8 inches or so. Is that uncommon?
Secondly, you can see that battery tie-down has a rubber washer. When i found this, there was white corrosion build up on the underneath side of the tie down. I sprayed some pb blaster on it. But my tie down shouldn't be getting charge should it?
Any ideas on other things to check, why my has build up, or whether or not this my issue?

Ground or bonding jumpers do not need to be covered since there is no potential between the chassis and ground/negative wires.
Hot/common wires do need to be since there is potential to ground/chassis.
The white residue is from battery acid corroding/reacting. It can be neutralized with baking soda and water.
