Default 1991 honda 1.5L starting issues

The civic starts and runs fine, until I shut off the engine. It occasionally will restart easily, but usually it feels like the battery is dying and it is laboring to turn over. Give it 10 minutes and it will start fine. Battery is new, performed a "standard" tuneup (plugs, wires, etc). Have just recently replaced a bad coil and a head gasket (and water pump) in the last three months.

Could be starter, they can start going bad and make it seem like a weak battery.
