ELD needed on a p28 a02?

ELD needed on a p28 a02?
Is Electronic Load Detector needed to run a p28 a02? Bought a chasebays engine harness for my d16z6 in ef2 and i noticed that they dont use this wire. Car starts up no problem idles for a couple seconds then just dies. CEL is code 20. Any help would be much appreciated
