Where is the turn signal flasher on a 94 accord? I hope that's not it that I see under the steering wheel when I take a turn.

 

What issue are you having?

To answer your question....the "flasher circuit" is built into the ICU, hence why I wanted to know what issue you are having as I don't think I've ever seen the ICU be the cause of turn signals not working.

I would think something like the relay, hazard switch.
