Bumper Question

Default Bumper Question

I have searched before and there always seems to be different answers. I have a 1990 civic, so a 1990-1991 front bumper, and I want to switch to a 1988-1989 civic front bumper, so I can get a Chargespeed front lip since they only have it for the 88-89 USDM bumper. What exactly do I need in order to switch? Do I just need the 88-89 bumper support? Or do I need the bumper support and I have to drill new holes as mounting points in order for it to be mounted? Thanks in advanced for all your guys help.

Bumper support that matches the bumper and possibly the brackets that locate the bumper support onto the car.
