Megan Racing coilovers
No. Ebay trash. Megan is a cheap knock-off company that does NO R&D of their own. They just (poorly) copy other companies parts. Anyone that has run these and says that they "ride good" probably doesn't know what a good ride is.
I don't fully agree or disgaree with Grumb, here is why:
They're not a "knock-off" company because many of those low end coil companies are all built in TW/China ie BC, Ksport, Megan to name a few. They all use basically the same parts, that's why they're very identical other than colors. You get what you pay for with those. It is only a matter of time till one blows.
On the other hand, yes, many people who swears their stuff is godly with Megan and what not have not been in a true setup.

I had megan racing coilovers (not sure which model) on my S2000 AP1 years ago. I no longer have the S2000. I was actually happy with them and they didn't seem too cheap as the ksport, xyz, bc. This was a few years ago and it's possible megan before developed their coilovers independantly.
Then for a simple, daily-driven, smooth-riding setup (with the ability to pass the occasional slow semitrucks), would my frugal-*** be okay with just KYB's and GC adjustable coilovers on my CB7? Mind you, I will be swapping in an H23 blue top. Will this setup be able to handle the new weight and handling capabilities?

new weight? lol the a DOHC H-series is only like 65 pounds more then a F-series.

i've heard some mixed opinions about KYB myself. Most people in the adjustable shock market usually turn to Koni. A bit more money but the shocks have a warranty.
How frugal? Well, let's just say that with two kids, everything is expensive, but yet not trying to sacrifice the quality of a smooth ride. I wouldn't mind paying the extra bucks just as long as I'm getting my money's worth...

Apex'i , BC Racing, D2, Greddy, Ksport, Megan, Omni, Skunk2, Tanabe, T1R are all made at Bor Chuan in Taiwan. They are built side by side to the same awful specs. The only difference is the color of the paint. Bor Chuan will build you your own brand so long as you order 100 sets, and order them in a color combo that is not yet taken.
Buddy Club, Driftworks, Kei Office, and Stance are the same deal, built at HD Systems in Korea.
The major issue is the dampers. They are total junk, and the absolute most *** backwards design that the automotive world has ever seen. The valving is junk to begin with, and what's worse is they've tied rebound and bump adjustment together. That's exactly the opposite of what you want. You need to be able to create a bias between bump and rebound to properly tune a damper.
Just buy Koni/Ground Control. They are the same price as knockoffs, but 1000x better.

Too bad FEAL doesn't make any Honda coils other than S2K. They're same TW shells but the internals are quality, and customized damper with whatever spring you choose @ $1350 in IE.

not only is Tanabe based in Japan but it DOES say Made in Japan in various locations.
Should i assume Tanabe, a reputable company are lying and misleading just because it is assumed that most coilover comapanies have their merchandise made in Taiwan doesn't mean they all do.

I just took a fairly good look at all the Bor-Chuann line of coilovers. They are strikingly identical to other brands except for the colors. I dont disagree with you.
You listed Tanabe. I'm gonna take where it says they are made out of the equation and just go by the fact they appear to have a different design. Yes, the dampers are slightly identical. But we're not talking about reinventing the wheel here. The spring design is definitely different.
does BC also make the springs for all these companies too? or do some companies throw their own into the mix?
