Default 9 second FWD street car- is it possible?

If you know who Jason Hunt is then you already know the answer to this question.

First run of the day at Maple Grove for the IDRC East coast finals he moves into the 9's in a big way with a 9.87, no wheelie bars, no juice, street legal car. He backed it up all day with 2 more 9.8's and two 9.9's and also won the quick class.
