Default 1989 civic wagon electrical problems

Unsure where to put this topic, so I apologize in advance if this is incorrect placing.

I've seemed to acquire some electrical gremlins in my 1989 Honda civic Wagon RT4WD. I'll give you a little outline of whats happening.

1)Battery died last week, so I just got a new battery.
2)Plug battery in, weird sound comes from small black cylinder on the firewall, attached to the fuel injection.
3)In cab, main relay is ticking like crazy, as well as the check engine light, e-brake light, and battery light flashing on and off. Key is not in the ignition at this point. If I turn the car on, the lights stop flashing, check engine light stays on for about two seconds, turns off and everything is normal. As soon as I turn it off, everything goes bonkers.
4) After turning off my car, I hear a weird sizzling noise coming from the fuse box, one of the terminals appears to be slightly wet ( no leaks that I know of )

What should I do? I unplugged the battery, cleaned any grounds I saw and still nothing. The Main relay contacts and solders look fine.

Help?!
