Icon2 '99 Civic OBD2B W/ 97 Del Sol B16a2 OBD2A Swap CEL?

Hello honda techies! okay, so i just swapped in a 97 Del Sol B16a2 (which is OBD2A) in my 99 hatch (which is OBD2B compliant). i used a 99 Si b16a2 harness, wired the secondary o2 sensor to my 99 Si Ecu (because USDM ek hatches dont have the connection in the cabin which is obvious). Im currently trying to get rid of this CEL im getting for emissions testing. motor received new timing belt, new water pump, was timed correctly, runs PERFECT and VTEC pops HARD, which is good right? (; Also, I recently tuned up EVERYTHING on the motor. for starters, i replaced EVERY vacuum hose and every cooling hose with brand new GENUINE Honda hoses. No leaks whatsoever. New distributor cap & rotor and gasket, new NGK laser platinum spark plugs, new NGK spark plug wires, new VTEC solenoid gasket, new exhaust gaskets all the way back, no exhaust leaks to my knowledge, fresh oil and fresh OEM Honda (straight from the dealer) manual transmission fluid... as for the CEL, im thinking either the cat i have is bad, or my O2 sensors need replacing. CEL comes on after driving for a moderate to long distance, and stays on until i clear the computer. could this also be coming from the fact that the engine is OBD2a, being in an OBD2b car? to me that is unlikely because every single wire from the 99 Si Harness plugged straight in to everything on the motor, NO splicing, no changing of plugs, no modifications what so ever. and if that was the problem, wouldnt i constantly be receiving a CEL as opposed to intermittently? Opinions?
