Default Throttle Body size and gasket

I have a Holley tb that's measured 67.9 mm on intake side and 62mm on butterfly/im size. What gasket size should i get? I assumed 62mm cause that will mount between tb and im.
when people/dealer sells tb and listed as eg, 62,68, 70mm. Is that the intake side measurement or butterfly/im size?

why would a gasket be measured according to something it doesnt even seal?
