Default 2 stage vs 3 stage vtec, high mpg turbo build

I came across a civic in the link below. I've been searching forums for awhile to find a build similar to this. It gets excellent mpg and decent power. For this to work do you really need a 3 stage set of heads or can you run something similar to a 2 stage setup? Is it possible to run the lean 12 valve burn and still have the 16v burn when vtec is engaged? I am looking at purchasing a 1991 civic hatch with a d15b1 in it. The clutch won't engage so if I have to pull the clutch, I might as well rebuild the engine with forged internals, new heads and a transmission with a long 5th gear. The car will be for daily driving, long trips, and the occasional autocross. My porsche 944 with a ls1 is my current racecar build so this civic will not sacrifice reliability for power.

My only engine experience is with ls1 v8's and porsche inline 4's so I might be a little slow on this whole honda new-fangled technology. Sorry.

you need the 3 stage head for it to work. on your normal vtec setup, all 16 valves are engaged.

What about running it on a vtec-e setup?

Where does one get a 3 stage head? I know there's a few full engines on ebay but I'd rather not buy a whole engine just for the heads.
