Icon2 speedo slow to respond sometimes?

ever few days when i first start to drive the car for the day ill drive around for about 5 min and the speedo wont move then all of a sudden bam it snaps to the speed im at. but once it kicks it its usually good for the rest of the day.

what could this be is it the gauge cluster or is it whatever is controlling the speedo?

VSS (Vehicle Speed Sensor) Located on the top of the transmission and is held down by 1 10mm bolt. If it's not that, it's the wiring from it, and/or the wiring in the dash to the cluster.
